To deal with declining regional economies due to aging population and depopulation, the Group aims to vitalize regions by providing products and services that respond to region-specific issues and creating sustainable communities. As a company aiming to be "A Social Impact Developer®" which offers solutions to various social issues while adapting to changes and innovating customers’ lifestyle through its business, we not only simply build “infrastructure” but also are committed to pursuing “optimal solutions” for each region in cooperation with local governments and community.
Vitalization of city centers in regional cities across the country ―community building linked to the region―
To vitalize declining regional cities due to aging population and depopulation, the Group is working on redevelopment projects of city centers. In participating the projects, we believe it is vital to draw a picture of the city suited for the feature of each region together with right holders with a strong sense of ownership. We have participated in a number of redevelopment projects across the country and contributed to regeneration of regional communities, creation of prosperity, and securing of residential population, etc.
“Development business for excellent buildings, etc. in 3 and 4 districts, Kita-odori, Kushiro” in Kushiro City, Hokkaido
“Duo Hills Kushiro” is a 11-story property which is a 11-munite walk away from “Kushiro” Station of JR Nemuro Main Line. This is a new condominium apartment building constructed as a result of negotiations with over 100 right holders of a vacant building of former “Kushiro Department Store” and a group of vacant stores in the surrounding area. Completed in February 2019, this is the first supply of condominium apartment in almost ten years in the eastern Hokkaido area. In addition to condominium apartment units, this property houses commercial and welfare facilities, etc. contributing to an increase in residential population in city centers and creation of prosperity mainly around Kita-Oodori.
“Category 1 urban redevelopment project in the south district of Tajimi Station” in Tajimi City, Gifu Prefecture
In 2015, the Group participated in the “Category 1 urban redevelopment project in the south district of Tajimi Station” project covering the area around “Tajimi” Station of the JR Chuo Main Line and Taita Line, and 7 years later, in October 2022, the 29-story “Mid Rise Tower Tajimi” was completed. Before the project, the south district of Tajimi Station was not fully offering functions of urban areas as it was surrounded by aging commercial and office buildings and open air parking lots. Therefore, this redevelopment project aims to create a convenient and bustling town by providing commercial services that are fitting for the face of the station area, creating safe and comfortable transportation and living environment, as well as improving disaster prevention and mitigation capabilities.

Recovery support and creation of prosperity in the Tohoku area
For the restoration and recovery of the areas affected by the Great East Japan Earthquake, the Group has participated in urban redevelopment projects in various regions. The aims of these projects are not only to simply provide housing as was the case in other projects but also to provide residents with safe and secure housing by establishing an integrated facility combining commercial and disaster prevention functions which can be used as a recreational space that brings community together in times of peace and as a shelter in times of emergency. We have already developed and sold three buildings in Ishinomaki City and one in Shiogama City, promoting recovery support for the affected areas and creation of prosperity through our business activities.
Initiatives in Ishinomaki City, Miyagi Prefecture
“Ishinomaki Terrace” is our first disaster-resilient property in the urban redevelopment project after the earthquake. Completed in February 2016, its common area houses a convenience store and a tutoring school as well as a terrace and a meeting space having disaster prevention functions. This property received “Excellent Business Award” in the 7th Excellent Business Award ceremony hosted by the Japan Housing Industry Association.
“Duo Hills Ishinomaki Tachimachi” completed in September 2016 is the second property in the Ishinomaki area. This property has a view of a garden owned by an old family Honke Akitaya and houses stores, public housing for disaster victims, and social welfare facilities. On the first floor, there is “Ishinomaki ASATTE,” a combined store for food, household products and café, contributing to recovery and creation of prosperity in the Ishinomaki area.
“Duo Hills Ishinomaki Marks” has 12 stories above ground with commercial facilities on the first and second floor and is the first earthquake-proof condominium apartment in Ishinomaki City. Just like “Ishinomaki Terrace” and “Duo Hills Ishinomaki Tachimachi,” this property, completed in August 2019, also has a disaster prevention square that can be used as a temporary evacuation facility and disaster prevention storage to prepare for disasters.

Initiatives in Shiogama City, Miyagi Prefecture
“Duo Hills Shiogama Kaigandori” was put up for sale after six years of cooperation with members of the management association and the government since we joined the category 1. urban redevelopment project in 1 and 2 districts, Kaigandori in 2013. With commercial facilities on the first floor and child support facilities and public parking lots on the premises, this property contributes to recovery and creation of prosperity in the Shiogama area as a condominium apartment for the mixed use of commercial, public, and residential facilities in the redevelopment business.
Contribution to regional economy and society through PFI projects
The Group promotes PFI projects under the major theme of “contribution to regional economy and society.” The aim of our PFI projects is to establish cooperative framework with regional companies in building, maintaining, and managing facilities in order to provide direct economic effects to the region as well as contribute to permanent vitalization of regional economy throughout the business term. We also aim to provide services by making the best of its locational advantages including regional network in collaboration with regional organizations, etc. and establish a system whereby “the facilities support the region and the region supports the facilities.”
“Harayama Park redevelopment/operation project“ in Sakai City, Osaka Prefecture
This facility was redeveloped by Harayama Park PFI Co., Ltd., which includes the Group as a member, under the concept of “a park which offers everyone from children to seniors opportunities to enjoy getting healthy.” The Group is responsible for maintenance, management, and operation of the facility as well as overall business management. The facility contributes to vitalization of the region as a place that makes every resident healthy by newly building an outdoor pool and a fitness center, etc.

Promotion of people’s health and vitalization of regional community
Health promotion complex facility “Tomorrow PLAZA”
This property serves for the solution of regional issues such as depopulation and aging of society as a hub of “Community medical and welfare center” of Urban Renaissance Agency and “Hino’s comprehensive strategy for community, people, and job creation” developed by Hino City, Tokyo. Under the concept of “Creation of spaces for environmental symbiosis/Creation of safe, secure, and comfortable spaces/Prospering multigenerational cohabitation,” this facility houses commercial facilities and various other facilities that enhance the convenience of everyday life. It also contributes to promoting community activities and intergenerational exchange as well as enhancing people’s health by inviting a sport club, day care service and medical mall to the facility.
Development of the area using regional resources and improvement of the region’s sustainable value
Aiming at solving regional issues such as aging public infrastructure, the Group cooperates with the government and works on the development taking advantage of charms of the region. In the government workers housing site development project in Tsukuba City, Ibaraki Prefecture, the Group not only developed condominium apartments but also renovated the adjacent park. The Group aims to improve the region’s sustainable value by facing regional issues, cooperating with the government and regional companies and residents, and undertaking development in consideration of environmental conservation of the area as well as establishing a system to maintain and succeed the developed living environment.
“Government workers housing site development project” in Tsukuba City, Ibaraki Prefecture and renovation of the adjacent park
“Duo Hills Tsukuba Century” is a new condominium apartment in the city center of Tsukuba, next to “Takezononishihiroba Park” (completed in November 2020). The Group signed a memorandum of understanding with Tsukuba City to promote an attractive eco-friendly development.
To blend in the leafy streetscape, this project aims to use in its design trees on the premises and on the boundary of the premises as much as possible. A regional company Couronne Japon Co., Ltd. was invited to the premises to open a bakery & café. In coordination with the government, the café area is designed to spread to the adjacent park to promote the use of the park by regional residents.
We also renovated the adjacent park whose utilization rate was low. Based on the residents’ survey result, the ill-drained gravel park was renovated to a park featured with a large lawn area. With a kindergarten nearby, we anticipated the frequent use by kindergarten children and installed a playground slide with sustainable design in the lawn area.
This project has a huge impact on the community as it also renovated a park which is a public facility in addition to developing the condominium apartments. Accordingly, the Group proposes and promotes formation of a community of regional residents and maintenance of the park’s value. Specifically, we set up a local volunteer organization “Tsukuba Ikushiba!” (registered in Tsukuba City) with regional residents and companies in June 2020 for the purpose of growing a lawn in the park and have continued its activities. The regional residents who actually use the park develop by themselves a framework to maintain and manage the park’s lawn, which we believe allows the residents to feel attached to the park and the region and maintain the region’s value.
Entered into a master agreement on “Mizugaike Park Improvement Project” with Sakai City, Osaka
In March 2024, a corporate group represented by the Hoosiers Group entered into a master agreement on “Mizugaike Park Improvement Project” with Sakai City, Osaka. The project consists of an urban park project utilizing the Park-PFI system and a city-owned land utilization project.
The urban park project aims to enhance the functions to be an attractive park by setting up facilities through public bidding such as coffee shops and sports facilities (revenue-generating facilities) in the park area of approximately 4.2 hectares.
The city-owned land utilization project will develop commercial facilities which aim to bring prosperity and promote interaction of people by functioning together with the park, and condominium apartments that will contribute to attracting people of diverse generations in the private use area of approximately 2.3 hectares.
The Group is responsible for the city-owned land utilization, overall management, and maintenance and management of condominiums. Through development, maintenance and management of these facilities, the Group will work together to contribute to the development of an attractive park that local residents will enjoy more than ever and to the revitalization of the community.
